NTUC First Campus’ Bright Horizons Fund Partners Social Service Office to Bring Weekly Art Enrichment Programme to 40 Children from Lower-income Families in Jurong

About 40 children from Boon Lay, Nanyang and Taman Jurong taking part in the final session of the art enrichment programme sponsored by NTUC First Campus’ charity arm Bright Horizons Fund at Blk 189 Boon Lay Drive.

NTUC First Campus’ (NFC) charity arm, Bright Horizons Fund (BHF), has taken its flagship You’ve Got Talent (YGT) programme beyond its preschools for the first time, piloting it directly in the community for children from lower-income families residing in Boon Lay, Nanyang and Taman Jurong.

Run in partnership with the Social Service Office (SSO) @ Boon Lay & Taman Jurong, the pilot brought weekly art and craft classes to nearly 40 children, aged four to eight years old, from July to October 2025. Industry professionals conducted guided activities like painting and 2D & 3D art techniques, which gave these children structured opportunities to nurture creativity, build confidence and showcase their talents. Some of these beneficiaries include children under ComLink+, a programme under the Ministry of Social and Family Development (MSF), which aims to uplift lower-income families with children residing in public rental housing towards stability, self-reliance and social mobility.

The programme included five children with diverse developmental and language needs, who participated in the same creative projects alongside their peers. With caregiver support and tailored adjustments from instructors, they were able to fully enjoy and express themselves through the programme. Parents actively prioritised their children’s attendance at the weekly sessions, with most children attending regularly throughout the four-month programme.

The initiative culminated in a graduation celebration event with an art exhibition at 189A Boon Lay Drive Multi-Purpose Hall on 11 October 2025. Mr Desmond Lee, Minister for Education and Minister-in-Charge of Social Services Integration, and Adviser to the West Coast-Jurong West Group Representation Constituency Grassroots Organisations (Boon Lay & West Coast), graced the celebration, presenting certificates to the children and engaging with families.

“For many children here, this was their first enrichment class. We saw how art helped them grow in confidence, express themselves, and feel proud of their achievements,” said Ms Louisa Chng, General Manager of BHF. “Through the Bright Horizons Fund, we want to close the enrichment gap so that every child, regardless of background or ability, can discover and develop their potential. By partnering with agencies like the Social Service Office and other community partners, we can bring these opportunities to even more children and families across Singapore.”

Building on this community pilot, BHF will introduce Speech and Drama classes for children in Boon Lay, Nanyang and Taman Jurong next year, expanding the children’s exposure to a wider range of enrichment programmes.

In addition, BHF will work with more community partners to extend YGT to more locations, with upcoming runs planned in Choa Chu Kang and Sembawang.
Since its launch in 2015, YGT has offered after-school enrichment in sports, music and art to nearly 3,000 preschool children. Besides YGT, BHF provides financial aid, learning and development, health and well-being and social support, benefitting about 7,000 children a year.
